Is it ok to sedate my dog to trim his nails? What can I safely use and how?

My 17 month old 20-30 pound heeler/pit mix is terrified when you touch his paws due to my over reaction when I cut his nail too close before..... He tries to bite and run away when you grab his foot. I can't afford the vet and want him to be able to trust me again.... Please help....
