Could I possibly ship fireworks in the mail without notifying the post office?

I do understand that this is a dumb question, and I do understand the consequences if I get caught doing this. What I'm asking, from people who have experience with fireworks... are they guaranteed to explode? Is it all possible for me to ship them in a padded box and have them arrive at their destination safely? I'm only asking this because I have exhausted all other resources when it comes to shipping fireworks. I have tried both fedex and ups in my area, and neither have the license to do so. I would really like my father to have these for the upcoming holiday, and wondering if there are any loopholes?
