Will the Republicans focus more on social issues or small government in 2012?

There seems to be a divide in the Republican party between two sides that I consider a little contradictory. One side wants small government and for government to leave us alone... the other side seems to want to use government to enforce traditional Christian social values. If you watched the latest Republican presidential debates in South Carolina recently I'd say that Rick Santorum definitely embodied the latter. And this side definitely seems to be about more government involvement in our private lives which seems directly opposed to small government principles. Ron and Rand Paul embody the other extreme. Which side will win out in 2012?
