I want to put a password to my OS?

My system has 256 RAM with Avast anti Virus protection. My system is very slow. After formatting also same result. I am using Windows XP Home SP2. I want to set a password to my Operating Syaytem. That means If I want to insatll a program it seeks password. With that, I am thinking, I can operate my system safely with out any anti virus.
