Is it safe to remove a popcorn ceiling from a house built in 1985? Worried about asbestos.?

I know using asbestos in homes was illegal after 1978, but was it still used regardless of that? Can I safely remove the popcorn? Also, what about linoleum? We have linoleum floors in a bathroom and I have read that asbestos was still used in the adhesive for flooring into the 1980s. Thanks for your help.
